What's specific about this archetype
In a flat, your EPC-upgrade lever list shrinks drastically: LED lighting, TRVs, hot-water cylinder insulation, and maybe glazing if it's yours to replace. External wall insulation, loft work and heat pumps usually need leaseholder or block management cooperation.
